Scenario A

As a result of performance-based funding, three programs may need to be closed. Program Manager A doesn't want to worry the staff. Program Manager A knows that morale will suffer if the staff is aware that programs may have to be closed. However, he/she goes ahead and assigns more students to each class and informs the teachers that they must increase their learner outcomes in order to obtain adequate funding.

As a result of performance-based funding, three programs may need to be closed. Program Manager B calls the staff together. Program Manager B discusses performance-based funding and how its implementation will require a change in the way that they do business. As a result, they will have to pull together and come up with strategies to improve the performance of all of their programs. Program Manager B does not disclose the fact that programs may have to be closed.
